Policy prototyping 2024: Call for Participants

The Knowledge Center Data & Society is launching a new policy prototyping project which will take a closer look at the human oversight requirement for high-risk AI systems in the AI Act (“AIA”). We are looking for companies and organisations that wish to be involved in this project and experts who can support us in creating prototypes.

Policy prototyping refers to a novel way of rulemaking, comparable to product or beta testing. As opposed to traditional policymaking, where all kinds of stakeholders ‘only’ discuss rules before they enter into force, policy prototyping includes a field-testing phase of the new draft rules before finalizing and fixating them. We already organised a policy prototyping project in 2023, focused on transparency requirements in the AIA (arts. 13 and 50 AIA). The results and report are available here.

Policy Prototyping 2024

Our next project will focus on the EU AI Act's requirement for human oversight in high-risk AI systems (Article 14). More precisely, it concerns:

  • The obligation to design and develop an AI system to enable effective human oversight;
  • The types of measures to build human oversight into an AI system or make it feasible process-wise.

In the course of this project, we aim to:

  • Examine and assess the envisaged human oversight requirements in detail
  • Create operational documents that include prototype decision support processes and prototype instructions for human oversight.
  • Gather feedback on these human oversight requirements and their applicability

Call for Participants

To do this, we plan to organise a co-creation workshop on 4 September 2024. This workshop will have several objectives, which we will communicate to the participants.

The Knowledge Center is looking for:

Interested stakeholders/parties

  • Companies using or developing AI, (end) users, civil society, advisors,…
  • Function: test panel & sounding board

Participating developers and providers will be able to have their AI application serve as a basis for the prototype documents that will be developed during this project. End users can assess if the information provided suffices their needs and if the legal requirements meet their intended purpose. Subsequently, they will be able to provide personal feedback on the prototype and, if any, the practical feasibility of the AI Act's human oversight requirement. The Knowledge Centre will use the aggregated feedback when providing advice and insights regarding the AI Act to policymakers and other stakeholders.

Experts

  • Experts with (practical) experience/expertise in facilitating human oversight in a technological context
  • Function: co-create and develop prototypes

Experts will help shape prototypes of the human oversight requirements by providing input during workshops and, through the final outcome, weigh in on the debate on the AI Act. Through participation, they will have the opportunity to engage with interested stakeholders/parties and improve their skills.
