European Investment Bank / European Commission – Artificial Intelligence, blockchain and the future of Europe – How disruptive technologies create opportunities for a green and digital economy

The further development of AI and blockchain has the potential to open new paths for growth, drive technological solutions, and truly make our societies more digital and greener. According to this report by the European Investment Bank (EIB) and the European Commission, the European Union is investing too little in these technologies. As a result, the gap with the US and China is widening. With only 7% of annual capital investment in both technologies, the EU lags far behind these superpowers, which together account for 80%. To keep pace with these countries, the EIB advocates for annual investments of €5–10 billion. In addition, the AI and blockchain ecosystems need to be strengthened. In this study, the EIB and the Commission outline the key investment bottlenecks and provide a series of recommendations to create a better investment climate in the EU.

Key findings for Belgium:

  • This study highlights an issue that is also urgent in Flanders. In a recent reflection paper on the European Commission’s Digital Targets for 2030, the Flemish Department of Economy, Science and Innovation stressed the importance of increasing the availability of financial resources for start-ups and scale-ups in Flanders.
  • This is confirmed by data on the European investment climate. In terms of cumulative capital invested per capita between 2016 and 2020, Belgium falls below the European average and ranks only 13th among European countries.
