China – The Chinese approach to AI: the importance of industrial collaborations

This academic article discusses the implementation of China’s AI strategy and the role that industrial collaborations play in it. It points out, among other things, the important role such collaborations have in distributing government subsidies. The article focuses in particular on the “Artificial Intelligence Industry Alliance” (AIIA), which includes many large (state-owned) enterprises and government agencies. It notes that AIIA members come from across China, though they are mainly based in the four major cities: Beijing, Shanghai, Shenzhen, and Guangzhou. Most participants are large, diversified (state-owned) enterprises, complemented by a smaller number of ‘pure’ AI companies. These latter companies mainly specialise in developing commercial AI applications.
